Sempra North American Infrastructure and Sempra LNG
Carlos Ruiz Sacristán, Chairman and CEO, Sempra North American Infrastructure
Carlos Ruiz Sacristán is chairman and CEO of Sempra North American Infrastructure. He also serves as executive chairman of IEnova, Sempra’s subsidiary in Mexico. The Sempra North American Infrastructure group encompasses Sempra Energy’s Mexican subsidiary IEnova, Sempra LNG’s existing operations, including Cameron LNG and all other liquefied natural gas development and marketing activities.
From 2012 to 2018, Ruiz Sacristán served as chairman and CEO of IEnova. From 2007 to 2012, he was a member of the Board of Directors of Sempra Energy. Ruiz Sacristán served as Mexico’s Secretary of Communications and Transportation in the administration of Mexican President Zedillo from 1994 to 2000. Prior to that, he held various positions at Mexico’s Central Bank from 1974 to 1988, the Ministry of Finance from 1988 to 1992, and Petróleos Mexicanos in 1994.
Ruiz Sacristán currently is a member of the board of directors of Southern Copper Corp, Banco Ve por más, S.A de C.V., Grupo Creatica, S.A. de C.V., member of the Technical Committee of Diego Rivera and Frida Kahlo Museum and member of the Technical Committee Trust of Museo Nacional de Energía y Tecnología.
He holds a bachelor’s degree in business administration from Anahuac University in Mexico City and a master’s degree in business administration from Northwestern University in Chicago.
Justin Bird, Chief Executive Officer, Sempra LNG
Justin Bird is chief executive officer of Sempra LNG. In this role, Bird is responsible for the marketing and commercial development of Sempra’s five LNG projects. He also serves as a board member of IEnova, Sempra Energy’s subsidiary in Mexico.
Bird led the continued development of the LNG projects in his prior position as chief development officer for Sempra North American Infrastructure.
Previously, Bird was vice president and gas infrastructure special counsel for Sempra Energy. In this position, he led the company’s response to regulatory and litigation activity related to the operation of SoCalGas’ Aliso Canyon natural gas storage field.
Prior to that, Bird served as vice president, compliance and governance and corporate secretary for Sempra Energy, where he directed the company’s ethics and compliance programs and also acted as chief governance officer and corporate secretary.
From 2012 to 2014, he was director of project finance for Sempra Energy, where he led the successful $7.4 billion financing of the Cameron LNG liquefaction export terminal in Hackberry, Louisiana, as well as several other significant financings. From 2004 to 2012, Bird held positions as counsel, senior counsel and principal attorney, working on a wide range of business transactions for Sempra Energy and its subsidiaries. Bird played a key role in the development and commercial arrangements for the Cameron LNG facility and Energía Costa Azul regasification terminal in Baja California, Mexico. Prior to joining the company in 2004, he was an attorney at Latham & Watkins LLP, where he specialized in energy project development and finance.
Bird holds a bachelor’s degree in accounting from Arizona State University, where he graduated summa cum laude, and a law degree from the University of Pennsylvania, where he was a member of the school’s Law Review.
Amy Chiu, Chief Project Development and Asset Management Officer, Sempra LNG
Amy Chiu is chief project development and asset management officer for Sempra LNG. In this role, Chiu leads the project development activities for all current and future LNG projects and oversees the management of both Cameron LNG and Energía Costa Azul joint ventures. She is also responsible for LNG operations.
Previously, Chiu was chief asset management & optimization officer for Sempra LNG and served as vice president of asset management for Sempra LNG & Midstream. Prior to joining Sempra LNG, Chiu was vice president of business process improvement and enterprise risk management for the Sempra Energy utilities San Diego Gas & Electric (SDG&E) and Southern California Gas Company (SoCalGas), where she was responsible for capital and business optimization and risk management and strategic analysis. Prior to that, she was vice president of information technology for SDG&E and SoCalGas, where she was responsible for information technologies, vision and operational oversight including computing infrastructure, client services, applications, information security and information management for both utilities and Sempra Energy Corporate Center.
Chiu also served as vice president of risk analysis and management for Sempra Energy and prior to that was vice president of audit services. She held positions of increasing responsibility including director of business planning in the mergers and acquisitions group, manager of executive projects and manager of economic analysis. Prior to joining Sempra Energy, she held senior-level financial and actuarial analyst positions for Intelsat and Watson Wyatt Worldwide.
Chiu holds a bachelor’s degree in mathematics from Mills College in Oakland, Calif., a master’s degree in business administration from American University in Washington D.C., and a doctorate in mathematics from Boston University.
Lisa Glatch, Chief Operating Officer, Sempra LNG
Lisa Glatch is chief operating officer of Sempra LNG. Glatch is responsible for engineering and construction, project controls, human resources, external affairs and operations for Sempra LNG. She also serves as chairman of the board of directors for Cameron LNG, LLC, the joint venture of which Sempra Energy owns 50 percent.
Glatch joined Sempra Energy in 2018 as strategic initiatives officer where her primary focus was to support the completion of Cameron LNG’s Phase 1 and Sempra Energy’s strategic efforts in building North America’s premier energy infrastructure company.
Prior to joining Sempra Energy, Glatch led business growth efforts as executive vice president, chief strategic development officer and board director for CH2M, a leading consulting and program management firm. Before joining CH2M in 2014, she served as senior vice president of global sales for Jacobs, a global design, engineering and technical services firm.
Previously, Glatch spent 24 years with Fluor Corporation, an engineering and construction industry leader, in a range of management positions, including president of Fluor’s government group and senior vice president of project operations for Fluor’s energy & chemicals group.
Glatch’s experience spans the public and private sectors, delivering services and projects for energy, chemical, environmental, water and transportation clients.
Glatch currently serves on the board of Evoqua Water Technologies.
Glatch graduated with honors from the University of Colorado at Boulder with a bachelor’s degree in chemical engineering. She also has completed advanced management programs at The Wharton School at the University of Pennsylvania and Stanford University.
Faisel Khan, Chief Financial Officer, Sempra LNG
Faisel Khan is senior vice president of finance and investor relations for Sempra Energy, and chief financial officer for Sempra LNG.
Khan is responsible for communicating Sempra Energy’s disciplined focus for delivering long-term shareholder value to the investment community, while providing oversight to Sempra Energy’s risk management and treasury matters. In his role as chief financial officer of Sempra LNG, Khan oversees accounting and financial modeling.
Previously, from 2018 to 2019, Khan was vice president of investor relations for Sempra Energy.
Prior to working at Sempra Energy, he was a managing director for Citigroup in New York, covering the natural gas, pipeline, midstream, refining and master limited partnership industries. Khan was ranked as one of the top financial analysts in the natural gas sector for 11 consecutive years by the Institutional Investor Survey.
Before joining Citigroup in 2005, Khan worked for six years at Credit Suisse First Boston, first in investment banking and, later, as an equity research analyst following the integrated pipeline, merchant power and gas distribution industries.
Khan holds bachelor’s degrees in engineering and economics from the University of Pennsylvania.
Emily Shults, Chief Marketing Officer, Sempra LNG
Emily Shults is chief marketing officer for Sempra LNG. In this role, she oversees marketing and origination functions for Sempra LNG’s export infrastructure projects.
Previously, Shults was vice president of audit services for Sempra Energy, where she oversaw the internal audit function for Sempra Energy and its affiliates.
From 2017 to 2018, Shults served as vice president of energy supply for San Diego Gas & Electric (SDG&E), one of Sempra Energy’s regulated California utilities. From 2015 to 2017, Shults served as vice president of electric & fuel procurement for SDG&E. She has held several management positions of increasing responsibility for the Sempra Energy family of companies since joining the company in 2003 as a senior accountant for Sempra Energy’s infrastructure businesses.
Before joining Sempra Energy, Shults worked with Williams Energy Marketing & Trading and Deloitte & Touche, LLP.
She serves on the board of directors of Walden Family Services, a nationally recognized foster care, adoption and youth services agency.
Shults holds a bachelor’s degree in accounting from the University of Tulsa.
John Sowers, Chief Transformation Officer, Sempra LNG
John Sowers is chief transformation officer for Sempra LNG. In this role, Sowers manages Sempra LNG’s growth in the Gulf Coast and leads health, safety, security and environment efforts; permitting; quality; and compliance.
Sowers brings more than 30 years of experience in the energy industry. Most recently he served as president of APTIM’s power business, based in The Woodlands, Texas. Prior to that, Sowers worked for the Sempra Energy family of companies for 16 years. From 2017 to 2018, he served as senior vice president—asset management for San Diego Gas & Electric (SDG&E). He also previously served as vice president—electric distribution and vice president—generation and resource planning for SDG&E.
He also held roles of increasing responsibility for Sempra Renewables, including vice president—operations and vice president—asset management. He first joined the company in 2002 as a turbine fleet manager.
Sowers has a bachelor’s degree in business administration from Thomas Edison State College, and a certificate in finance from Harvard Business School’s Executive Education program.
Martin Hupka, Vice President—Chief Commercial Officer and General Counsel, Sempra LNG
Martin Hupka is vice president—chief commercial officer and general counsel for Sempra LNG. He is responsible for overseeing all commercial and legal matters for Sempra LNG.
Previously, Hupka served as assistant general counsel for Sempra Infrastructure where he supported Sempra LNG & Midstream and Sempra Renewables businesses. Hupka joined the Sempra Energy family of companies in 2012 as senior counsel in the law department. Before joining Sempra Energy, Hupka was an associate at the law firm Clifford Chance LLP in Washington, D.C and Paris.
Hupka received his bachelor’s degree in international affairs from George Washington University and his law degree from Fordham University.
Glen Donovan, Vice President—Finance, Sempra LNG
Glen Donovan is vice president of finance for Sempra LNG. In this role, Donovan is responsible for the finance and accounting functions in Sempra LNG.
Previously, Donovan was vice president of project development and structuring for Sempra LNG. Prior to that, Donovan held various position of increasing responsibility at Sempra Renewables, including vice president of business development, senior director of business development, director of renewables and project finance. In these roles, he was responsible for renewable project finance, mergers and acquisitions and renewable contract origination.
Donovan has held several corporate finance roles within Sempra Energy, including director of investor relations and overseeing the company’s planning & analysis functions. Prior to joining Sempra Energy, Donovan held various financial roles within the high-tech industry.
Donovan received a bachelor’s degree in economics from the University of Connecticut and a master’s degree in business administration-finance from San Diego State University.
Michael Sliwowski, Vice President—Business Origination
Michael Sliwowski, vice president of business origination, is responsible for developing and maintaining global business relationships necessary for Sempra LNG’s market growth and managing the development of additional LNG facilities.
Previously, Sliwowski was vice president of business development for Sempra Energy Trading. He was also responsible for setting up Sempra Energy Europe and developing the LNG trading business.
Prior to joining Sempra Energy, Sliwowski held several senior positions in the commodity and capital market divisions of Deutsche Bank, Union Bank of Switzerland and Merrill Lynch. Sliwowski holds a bachelor’s degree (with honors) from the University of Hull in England.
Michael VanderMate, Vice President—Engineering & Construction, Sempra LNG
Michael VanderMate is vice president of engineering & construction for Sempra LNG. In this role, VanderMate is responsible for overseeing engineering, procurement and construction activities for Sempra LNG’s projects.
VanderMate has more than 30 years of experience in engineering, construction, commissioning, project management and business management. Most recently, he as project director and senior project manager for multi-billion natural gas liquefaction projects LNG Canada, Corpus Christi LNG and Sabine Pass LNG in the U.S. and PNG LNG Services in Papua New Guinea.
During his career in Bechtel he served in various roles of increasing responsibility, including general manager of the LNG Tank business, project manager for QCLNG Trains 3, 4 and 5 in Australia, senior project manager Marathon Petroleum in Louisiana, project manager Chevron Energy Technology Company in Mississippi; global business development manager for cost-reimbursable and lump sum upstream and downstream global customers; and Brass LNG FEED business manager for the multiple billion dollar grassroots LNG project in Nigeria. VanderMate began his career with Bechtel in project controls.
Brian Lloyd, Regional Vice President—External Affairs, Sempra LNG
Brian Lloyd is regional vice president—external affairs for Sempra LNG and Sempra Energy. In this role, Lloyd leads Sempra LNG’s public affairs, communications and citizenship initiatives, and Sempra Energy’s public affairs in Texas.
Most recently, Lloyd served as director of regulatory strategy for Sempra Energy. Prior to joining Sempra Energy, Lloyd served as executive director of the Public Utility Commission of Texas, where he was responsible for the daily operations and management of the agency, strategic planning, and policy development and implementation. Lloyd also served as Governor Rick Perry’s deputy director of budget, planning and policy; and served as the Governor’s primary energy policy advisor.
Prior to that, Lloyd worked in a variety of roles at the Public Utility Commission and private industry related to electricity market restructuring and was the principal author of the 2008 Texas State Energy Plan developed by the Governor’s Competitiveness Council.
Lloyd has a bachelor’s degree in economics from Louisiana State University and graduated from the University of Texas at Austin with a master’s degree in economics.
